Most of the grants are not specifically intended for research, but with an action-research project, you could partner with a government organization or non-profit to receive grant funding. You may need to write the grant or hire a grant writer if they don't have the personnel to take on that challenge, but they may be willing to pay you as a consultant. A program evaluation could be a valuable service to offer a non-profit. Universities or schools can receive grants too, but be aware that there is typically a lot of paperwork involved.
